This circuit negates the input!

GPIO Low (Default) = Fan running
GPIO High = Fan stopped

This way, the fan will be running during system startup
and if the controlling script doesn't start for some reason,
to prevent damage by overheating.
The script has to actively turn off the fan if the CPU temperature is OK.
